Description
Under the general direction of a Manager 4, Environmental Protection or other higher level official in the Department of Environmental Protection, is responsible for the management and supervision of work programs of two (2) or more units in a technical, planning, engineering, environmental analysis, or scientific program; supervises staff and work activities. Prepares and signs official performance evaluations for subordinate staff; does other related work as required.
Specific to the Position
Position 1: The critical duties for the Environmental Measurements and Publicly Funded Immediate Environmental Concern Section Chief position include supervising staff to accomplish established goals & objectives, overseeing Immediate Environmental Concern Cases and conducting field sampling including collecting ground water, surface water, sediment, soil, landfill gas, indoor air samples through use of various equipment and coordinating sample analyses through contract laboratories. The work involves performing field sampling and overseeing contractors performing field sampling at various hazardous waste sites. Health and Safety training and medical surveillance are required. This position will evaluate the work of supervisors, assure compliance with NJ Environmental Management System (NJEMS) data entry procedures, and have timesheet and ePAR job duties.
Position 2: The critical duties for the Responsible Party - Immediate Environmental Concern and Site Assessment Section Chief involve supervising staff to accomplish established goals & objectives; supervising staff overseeing Responsible Party Immediate Environmental Concern Cases performing unknown source investigations, and sampling contaminated sites. Ability to demonstrate a high level of competence in technical report writing, environmental media sampling procedures, contractor field oversight and contaminated site investigation skills. This position will direct & prioritize assignment of Preliminary Assessments (PA), Site Investigations (SI) & Unknown Source Investigations (USI) projects & ensure compliance with all Environmental Protection Agency grant reporting requirements & corresponding NJEMs and Financial Services Element (FSE) tracker data entry procedures. Knowledge of NJDEP regulations and guidance specifically related to the Immediate Environmental Concern cases. Ability to evaluate analytical data to confirm Immediate Environmental Concern conditions and ensure appropriate response within established timeframes; ability to manage NJ Environmental Management System (NJEMS) data entry systems and conduct staff training.
Preferred Skill Set
Position 1: Ability to effectively supervise staff. Supervise Immediate Environmental Concern sites, conduct environmental sampling, review and prepare data summary reports, and perform Financial Services Element (FSE) tracker and NJEMS tasks. Ability to develop and evaluate sampling plans and coordination of contract engagements for sampling events needed to evaluate human health exposure pathways. Knowledge of Contaminated Site Remediation & Redevelopment rules, regulations, policies & guidance. Experience with procurement operations of state contractors engaged to conduct sampling
Position 2: Ability to effectively supervise staff, evaluate complex hydrogeologic conditions to determine sources of discharges of hazardous substances and link them to impacted receptor cases. Knowledge of Contaminated Site Remediation & Redevelopment rules, regulations, policies & guidance. Experience with procurement operations of state contractors engaged to conduct Preliminary Assessment/Site Investigation (PA/SI) and unknown source investigations at contaminated sites. Knowledge of Geographic Information Systems (GIS), Financial Services Element (FSE) tracker and NJ Environmental Management System (NJEMS). Conduct quality control reviews of project specific NJEMS data entries to ensure accuracy with Standard Operating Procedures (SOPs).
Requirements
EDUCATION
A Bachelor's degree in one of the physical, environmental, chemical or biological sciences, geography or environmental planning, or civil, chemical, environmental, mechanical, sanitary, agricultural, mining, industrial or bio-resource engineering.
EXPERIENCE
Five (5) years of experience in the investigation, inspection or enforcement of technical, scientific or engineering environmental activities, or, five (5) years of project management experience in the design, planning, coordination, monitoring and completion of environmental projects; two (2) years of either experience must have been in a supervisory capacity.
NOTE: A Master's degree in any of the disciplines outlined above may be substituted for one (1) year of the non-supervisory experience as indicated.
NOTE: A valid Professional Engineer's license issued by the New Jersey Board of Professional Engineers and Land Surveyors may be substituted for the Bachelor's degree in Engineering.

License
