Description
Under the direction of a higher level supervisory official in the Department of Environmental Protection, assigned to a Division specific only to the implementation of scientific, technical, environmental, engineering, administrative/management, or fiscal programs, provides executive guidance and direction in the establishment and implementation of policies and procedures regarding the overall work operations, programs, activities and staff of a major operating Division concerned with the areas of environmental management; does related work as required.
Specific to the Position
Mitigate climate change through regulatory and non-regulatory initiatives to reduce greenhouse gases and other climate pollutants through the implementation of New Jersey’s Global Warming Response Act and through contributions to statewide efforts to advance clean and renewable energy (e.g., offshore wind, solar, geothermal, battery storage). Promote sustainability principles and programs that support New Jersey communities and businesses in adopting practices that support long-term ecological, human, and economic health and vitality. Ensure the operation and maintenance of the New Jersey’s ambient air monitoring network for federal criteria air containments and air toxics to determine the levels of air pollution to which the public is exposed, and to engage in public awareness and education of air quality issues. Protect and improve public health and the environment by reducing air pollution from motor vehicles, engines, and the fuels used to operate them, and by encouraging travel choices that minimize emissions, including the implementation of statewide, comprehensive inspection and maintenance emissions testing for motor vehicles, and by contributing to statewide efforts to decarbonize sources of transportation emissions.
Preferred Skill Set
An advanced degree in engineering, environmental science, or environmental policy. Extensive experience designing, implementing, & managing significant policy, regulatory & grant programs intended to improve air or environmental quality & reduce emissions of greenhouse gases & other climate pollutants. Demonstrated leadership of a large organization with employees that have diverse skills, responsibilities, & backgrounds. Experience effectively dealing with HR issues, training, labor relations, and staff morale.
Requirements
EDUCATION:
Graduation from an accredited college or university with a Bachelor's degree in Engineering or one of the biological, chemical, environmental, or physical sciences.
EXPERIENCE:
Eight (8) years of experience in the scientific/technical or engineering aspects of environmentally related activities, five (5) year(s) of which shall have been in program management.
NOTE: A Master's degree in a discipline appropriate to the position may be substituted for one (1) year of the non-managerial experience as indicated.
NOTE: A Doctorate degree in a discipline appropriate to the position may be substituted for three (3) years of the non-managerial experience as indicated. (This is inclusive of the Master's degree and not in addition to.)
NOTE: A valid Professional Engineers license issued by the New Jersey State Board of Professional Engineers and Land Surveyors may be substituted for the Bachelor's degree in Engineering.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
