Description
Under the direction of a supervisory officer in a State department, institution, or agency, as a trainee and productive worker, receives on-the-job training in government personnel practices and procedures and their application and does work which will provide practical personnel experience; does related work.
Specific to the Position
This position is responsible for supporting the department’s human resources and talent acquisition functions, including system maintenance, recruitment efforts, employee development, and general HR support.
Key Responsibilities:
Requirements
Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester-hour credits are equal to one (1) year of relevant experience.
Four (4) years of professional experience relevant to the position.

OR
Possession of a bachelor's degree from an accredited college or university.
NOTE: "Professional experience" refers to work that is analytical, evaluative, and interpretive; requires a range of basic knowledge of the profession's concepts and practices; and is performed with the authority to act and make accurate and informed decisions.
NOTE: All U.S. degrees and transcripts must be from an accredited college or university. All foreign degrees and transcripts must be evaluated for accreditation by a recognized evaluation service by the closing date of this posting. Failure to provide documentation may result in ineligibility.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Advancement
Appointees who successfully complete the 12-month training period will be eligible for advancement to one of the following titles under Civil Service Commission procedures: Personnel Assistant 4, Personnel Assistant 4 Employee Relations, and Human Resource Consultant 1.The inability of an employee in this title to attain a level of performance warranting advancement to a title listed above shall be considered cause for separation.

- ePAR System Management:
Update and maintain the DEP ePAR system, providing technical support to employees across the department. Advise supervisors on best practices for completing PARs and rating employees. - Organizational Chart Maintenance:
Regularly update and maintain departmental organizational charts to ensure accurate and current information. - Job Fair Coordination:
Research, select, and coordinate attendance at relevant job fairs. Compile and analyze data from these events and maintain ongoing communication with potential candidates through email and social media outreach. - Event and Program Support:
Assist in the planning and execution of networking events and career development programs to support employee growth and engagement. - Recruitment:
Utilize LinkedIn and other platforms to recruit new staff and maintain relationships with potential candidates. - Talent Acquisition & Career Advancement Support:
Assist the Talent Acquisition and Career Advancement (TACA) team with journeyman promotions, six-month salary increases, and the hiring of summer seasonal and hourly staff. - HR Support:
Provide administrative support to HR Management, including report generation and completion of other assignments as needed.
