Scope of Eligibility
Open to permanent employees in a competitive title who works for the Department of Environmental Protection that meets the requirements below

Description
Under direction of a supervisory official oversees, reviews, and administers various state contracts and/or grants, and provides the technical expertise required for contract and/or grant preparation, fiscal administration, procurement, allocation, and/or monitoring; exercises controllership, approval rights and responsibilities, and supervises activities and staff involved in the administration of statewide construction and/or professional service contracts; does other related work.

Specific to the Position
Oversee the contract unit in the Bureau of Climate Resilience Planning and serve as a point of contact for DEP’s Management and Budget for obligations, expenditures, reimbursements, and other fiscal reporting. Participate in, as well as supervise staff in their assigned tasks including processing all documents including obligations and payments for purchase orders, loans, grants, and contracts in accordance with DEP and State procurement policies, and Federal and State regulations; conduct contract-related meetings with DEP staff as well as funding recipients. Manage efficient preparation, tracking, and execution of grants, task orders, contracts, and other fiscal documentation. Provide revenue and budget oversight across the Office of Climate Resilience programs.

Develop and refine standard operating procedures aligned with State and Federal regulations, ensure efficient management of program funds and contracts, and recommend changes based on monitoring experience, compile and interpret data, and support solicitation of request for proposals and grant solicitations. Collaborate with fiscal officers, supervisory officials, and project managers to identify process improvements, resolve discrepancies, and support budget execution. Coordinate on contract and grant compliance. Must be able to identify operational issues or problems uncovered by budget studies and help develop courses of action for the more effective utilization of fiscal resources.

Preferred Skill Set
Preference will be given to applicants with strong fiscal management and analytical skills with experience in budget and revenue oversight, processing obligations and payments for purchase orders, loans, grants, and contracts. Demonstrated ability for detailed tracking of expenditures, review of invoices, and fiscal documents. Experience in supervision. Coordinating, managing, and training individuals across various skill sets, developing and implementing standard operating procedures, and strong attention to detail.

Requirements
NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.


Eight (8) years of professional experience involving contract/grant work, project financing, construction management, financial administration, social services administration, and/or budget and management operations of a government or business entity, at least two (2) years of which shall have involved responsibility for some aspect of contract/grant work administration.

OR

Possession of a Bachelor's degree from an accredited college or university; and four (4) years of the above-mentioned professional experience, at least two (2) years of which shall have involved responsibility for some aspect of contract/grant work administration.

OR

Possession of a Master's degree in Accounting, Finance, Business Administration, Public Health, Public or Hospital Administration or Social Work (with concentrations in Health, Administration, or Social Policy); and three (3) years of the above-mentioned professional experience, at least two (2) year of which shall have involved responsibility for some aspect of contract/grant administration.

NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

NOTE: All U.S. degrees and transcripts must be from an accredited college or university. All foreign degrees and transcripts must be evaluated for accreditation by a recognized evaluation service by the closing date of this posting. Failure to provide documentation may result in ineligibility.

License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
