Program Description: External parties submit Environmental Rights Act (ERA) notices to the Department. The ERA, codified at N.J.S.A. 2A:35A-1 et seq., was enacted in 1974 to allow citizens and non-profit organizations to take legal action to enforce certain environmental statutes in the state if the New Jersey Department of Environmental Protection (NJDEP) fails to do so. It is important that Bureau of Enforcement and Investigations (BEI) evaluate these notices both for legal reasons and receptor impact as it relates to contaminated sites. BEI wants to create a database to help it evaluate all ERA notices that are submitted to the Department, provide a place to document the evaluation, and provide query/search abilities. Currently, BEI only saves the document on its shared network folder. 

Project Description: Create a database that can track ERA notices. BEI has explored what data it wants to see in the database. As part of creating the ERA database, reporting and query design is also needed to assist BEI with tracking ERA notices. Depending on the database language/program selected, teach three to five BEI staff on how to use the database.  

Specific to the Position: proficient in database creation and knowledgeable with Microsoft Suite programs such as Excel, Access and Microsoft SQL Server.


Preferred Area of Study: Data science, environmental science, environmental law and/or policy. 
 
License: Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
