Scope of Eligibility
Open to permanent employees in a competitive title who work for the Division of Information Technology and meet the requirements below.

Description
Under limited supervision in a state or local government agency, performs analysis, consulting, design, programming, maintenance, and/or support work on software for information technology services; participates in the resolution of complex problems through consultation with higher-level technical staff; may coordinate projects and serve as a technical mentor/coach to lower level staff; may develop web applications or websites; does other related duties.

Specific to Position 
Optimizing and automating business workflows, managing the application lifecycle, conducting application reviews, mentoring program level staff developers, building division/department wide applications, and managing integrations with other internal systems through the use of responsible for low code/no code development within DEP. Enforcing  the use of tools/standards that enable staff to create applications that follow industry best practices and comply with data/security requirements. Mitigating inconsistent design patterns, data integrity risks, scope creep, while fostering efficiency, accelerated development, and code reuse.  Collaborating with management, team members, and customers to identify end user requirements/specifications. Overseeing design sessions and flowchart development to support new software programs and systems. Assisting with testing, deploying and maintaining existing software and services to enhance efficiency. Developing technical documentation.

Preferred Skill Set
Preference will be given to candidates who have experience with low-code/no-code development, SimpliGov, Pega, other BPM/CRM systems, Microsoft SQL server, MySQL, SQL, other RDBMS solutions, HTTP, Python, Java, Javascript, PHP, Business Objects, Tableau, WindowsOS. Experience with full SDLC. Experience with implementing AI, Gen AI, and machine learning is a plus. Proficiency in Microsoft Office 365 suite. Demonstrates ambition, strong work ethic, and sound planning and communication.

Requirements
Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.


Six (6) years of professional experience in programming, systems analysis, or computer analysis. 

Possession of a Bachelor's degree from an accredited college or university; and two (2) years of the above-mentioned professional experience.

OR

Possession of a Master's degree in an Information Technology; and one (1) year of the above-mentioned professional experience.

NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
