Scope of Eligibility
Open to permanent employees in a competitive title who work for the Division of Information Technology that meets the requirements below.

Description
Under the general supervision of a supervisory official in a state department or agency, performs and supervises the analysis and evaluation of internal operations, business practices, methods, and techniques of an agency to determine optimal solutions and/or approaches to satisfy agency information technology (IT) business needs/initiatives; evaluates users' needs and recommends IT solutions; provides recommendations in support of the agency's business needs and IT goals and objectives; formulates, recommends and/or approves IT policies and procedures; supervises staff and work activities; prepares and signs official performance evaluations for subordinate staff; does other related duties as required.

Specific to the Position
Manage staff, workload plans, perform PARs, and mediate conflict. Supervise the acquisition, budgeting, licensing, maintenance, funding, cost tracking, and personnel of vendor contracts. Plan IT priorities and budgets. Manage strategic planning in intervals of one, three, and five years. Create and execute workplans with contractors including defining project scope, cost, schedule, and deliverables. Prioritize projects through internal ticket tracking system (JIRA), conduct status meetings, ensure projects remain on schedule. Optimize policy and performance to increase cost savings and efficiency, eliminate unnecessary practices, and streamline resource utilization. Train to ensure consistent use of systems. Give input on the overall Division budget including planning, spending and prioritization to meet unit goals and objectives. Optimize business processes to integrate additional programs into enterprise systems. Ensure compliance with rules/regulations with enhanced functionality. Create clear policies, correspondence, documentation, and guidelines.

Preferred Skill Set
Preference will be given to applicants with experience in contract procurement through various state of New Jersey contract avenues. Expertise in JIRA project tracking software.  Proficiency in Microsoft Office 365 suite. Demonstrates ambition, strong work ethic, and sound planning and communication skills.

Requirements
Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.


Eight (8) years of professional experience in work involving the review, analysis, and evaluation of the administrative, business, and/or operational policies, procedures, practices, and processes and/or the technological requirements of an organization for the purpose of revising/enhancing existing information systems and/or developing/acquiring and implementing new IT solutions and services.

OR

Possession of a Bachelor's degree from an accredited college or university; and four (4) years of the above-mentioned professional experience.

OR

Possession of a Master's degree in Public Administration, Business Administration, Computer Science, Information Technology, Software Engineering, Information Security, Network Administration, or Database Management; and three (3) years of the above-mentioned professional experience.

NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

NOTE:  All U.S. degrees and transcripts must be from an accredited college or university.  All foreign degrees and transcripts must be evaluated for accreditation by a recognized evaluation service by the closing date of this posting.  Failure to provide documentation may result in ineligibility.

License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
