Scope of Eligibility
Open to permanent employees who work for the Legal and Regulatory Affairs program and meet the requirements below.

Description
Under limited supervision of a supervisory official or other designated official in a state department, institution, or agency, functions independently on routine issues, and assists with respect to complex regulatory matters, formal and informal, both legislative and quasi-judicial in nature, including matters related directly to administrative procedure and policy matters considered by the agency; does related work as required.

Specific to the Position
Conduct legal research, analyze and evaluate legal documents, rules, regulations, and/or legislation, and assist in formulating policies and procedures covering regulatory matters, as directed by the department. Draft and/or review formal decisions, orders, and reports to ensure their compliance with appropriate laws as they affect the administrative and regulatory functions of the department and that they conform to established department policy and precedents. Assist the Director of the Office of Legal Affairs in activities with the Attorney General’s office, including providing litigation support. Review and advise the department and staff on decisions, orders, memoranda, correspondence, and other instruments prepared by the staff prior to adoption or issuance. Advise the Department and other supervisory officials to assure policy continuity and legal sufficiency as far as all formal decisions are concerned. Recommend responses to informal legal inquiries.

Preferred Skill Set  
Knowledge of the techniques and procedures necessary in the conduct of regulatory matters. Knowledge of the jurisdiction and policies of the department or agency. Knowledge of state and federal statutes governing the operation of regulated industries and their interpretation and application to specific situations. Ability to analyze regulatory laws, rules, and policies and apply them to specific cases. Ability to draft statutes, rules, regulations, decisions, orders, and reports.

Requirements
EDUCATION: Graduation from an accredited law school with a Juris Doctor (J.D.) Degree.


EXPERIENCE: Two (2) years of experience as an attorney.

OR


Two (2) years of experience in conducting legal research, analyzing and evaluating legal documents, rules, regulations, and/or legislation, or the review and analysis of regulatory matters in a government agency.

NOTE:  All U.S. degrees and transcripts must be from an accredited college or university.  All foreign degrees and transcripts must be evaluated for accreditation by a recognized evaluation service by the closing date of this posting.  Failure to provide documentation may result in ineligibility.

License
Appointee must be eligible to practice as an Attorney-At-Law in the State of New Jersey.

Appointee must possess a current Certificate of Good Standing issued by the New Jersey Board of Bar Examiners, or other license to practice law issued by any state in the United States.

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Residency
