Description
Under the direction of a supervisor in a State department or agency, receives on the job training in analytic practices/procedures, application, research, and preparation of reports, completes assignments which will provide practical analyst experience and/or learns to review and analyze financial reports; does other related work.
Specific to the Position
Budget and Account Management (BAM):
Staff in Budget and Account Management assist in the coordination and preparation of the Department’s annual budget submission including all related schedules and documents; assist in the preparation and analysis of quarterly departmental spending plans and Treasury, Office of Management and Budget spending plans; assist in the preparation and analysis of various financial spreadsheets and reports needed to provide recommendations and meet needs, goals, expectations, and deadlines; review funding for equipment purchases and personnel actions; assist in monitoring the posting of revenue; process daily and quarterly payments to other State agencies; review, prepare, follows up on, and file accounting transactions.
Trust Funds Management (TFM):
Staff in Trust Funds Management are responsible for the management and analysis of over 50 Bond and Trust funds. Responsibilities include the review of contracts, establishing encumbrances, payment of invoices, fund analysis, and year end reporting. Staff also work with loans, disbursing funds and collecting and recording repayments. Staff work with a multitude of programs to ensure spending of funds is eligible and consistent with the intent of the bonds or other funding.
Federal Funds Administration (FFA):
Staff in Federal Funds Administration will assist the Department of Environmental Protection program areas in the preparation of grant applications and process grant award documents from assigned federal agencies/programs. Ensure the grant account, job number, and budget are established in accordance with the grant award. Prepare timely and accurate financial reports and drawdowns in compliance with federal regulations and grant terms and conditions. Ensure all items are supported by accurate documentation and justification and conform to established procedures. Prepare required accounting documents. Access and work within several federal and State systems. Update the Federal Funds Administration database with accurate info.
Contracts and Grants Management Unit (CGMU):
Staff in Contracts and Grants Management Unit are responsible for assisting the Department of Environmental Protection programs in the preparation of both contracts and grant agreements and the establishment of new grant programs; many times, staff from Contracts and Grants Management Unit may be solely responsible for completing the agreement and all related internal documents. Contracts and Grants Management Unit staff liaise with entities outside the Department of Environmental Protection, including counties, municipalities, colleges, non-profit organizations and other related entities as needed to complete the appropriate agreement document. There is a position in Contracts and Grants Management Unit that will also be responsible for performing required audits and reviews, including change fund audits, the annual internal control assessment, desk reviews on single audit reports and various reviews as required by NJ Treasury.
Central Procurement Unit (CPU):
Staff in the Central Procurement Unit are responsible for reviewing and processing purchase order requests for the procurement of goods and services used by the Department of Environmental Protection programs. A review of purchase orders includes identifying the type of procurement and ensuring appropriate supporting documentation is attached and approved. Processing purchase orders requires a working knowledge of the State's accounting and procurement systems. Central Procurement Unit staff also aid both internal programs and external vendors, and liaise with the NJ Office of Management and Budget (OMB) and Division of Purchase and Property (DPP). Additionally, staff assist with the completion of various procurement documents including Requests for Delegated Purchasing Authority Limit Increases, Waivers and Requisitions.
Staff in all units are responsible for maintaining accurate electronic records and files, easily accessible for inquires and audit reviews.
Preferred Skill Set
Preference will be given to applicants who have experience with Microsoft Office with advanced proficiency in Excel. Knowledge of Access, and prior knowledge or experience in Governmental financial management are a plus.
Requirements
Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
Four (4) years of professional experience relevant to the position.
OR
Possession of a Bachelor’s degree from an accredited college or university.
NOTE: “Professional experience” refers to work that is analytical, evaluative, and interpretive; requires a range of basic knowledge of the profession’s concepts and practices; and is performed with the authority to act and make accurate and informed decisions.
NOTE: All U.S. degrees and transcripts must be from an accredited college or university. All foreign degrees and transcripts must be evaluated for accreditation by a recognized evaluation service by the closing date of this posting. Failure to provide documentation may result in ineligibility.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Advancement
Appointees who successfully complete the 12-month training period will be eligible for advancement to one of the following titles under Civil Service Commission procedures: Administrative Analyst 1 or Administrative Analyst 1 Information Systems. The inability of an employee in this title to attain a level of performance warranting advancement to one of the titles listed above shall be considered as cause for separation.
