Description
Under the direction of a supervisor in a State department or agency, receives on the job training in analytic practices/procedures, application, research, and preparation of reports, completes assignments which will provide practical analyst experience and/or learns to review and analyze financial reports; does other related work.
Specific to the Position
Position #1
This position is in the Central Procurement Unit (CPU). The staff in CPU are responsible for reviewing and processing purchase order requests for the procurement of goods and services used by DEP programs. A review of purchase orders includes identifying the type of procurement and ensuring appropriate supporting documentation is attached and approved. Processing purchase orders requires a working knowledge of the State's accounting and procurement systems. CPU staff also provide assistance to both internal programs and external vendors, and liaise with the NJ Office of Management and Budget (OMB) and Division of Purchase and Property (DPP). Additionally, staff assist with the completion of various procurement documents including Requests for DPA Limit Increases, Waivers and Requisitions. Will be responsible for maintaining accurate electronic records and files, easily accessible for inquires and audit reviews.
Position #2
Under general supervision this candidate provides comprehensive financial management of assigned accounts including working with the program, understanding the funds they are responsible for, establishing pre-encumbrances/encumbrances and making payments in the State Comprehensive Financial Accounting system (CFS) and tracking the account. In addition, the candidate may also assist with other tasks such as reimbursements and other duties as needed.
Position #3
Staff in FFA will assist DEP program areas in the preparation of grant applications and process grant award documents from assigned federal agencies/programs. Ensure the grant account, job number, and budget are established in accordance with the grant award. Prepare timely and accurate financial reports and draw-downs in compliance with federal regulations and grant terms and conditions. Ensure all items are supported by accurate documentation and justification and conform to established procedures. Prepare required accounting documents. Access and work within several federal and State systems. Update the FFA database with accurate info.
Preferred Skill Set
Position #1
Preference will be given to applicants who have the required educational degree. Candidate should have experience with Microsoft Office with advanced proficiency in Excel. Knowledge of Access is preferred. Any prior knowledge or experience in Governmental financial management (i.e. NJSTART, MACSE, and/or NJCFS) would be beneficial.
Position #2
Preference will be given to applicants who have Excel, Word, Access, good communication skills, good organizational skills.
Position #3
Preference will be given to the applicant with a related educational degree. Experience with Microsoft Office with advanced proficiency in Excel is preferred. Knowledge of Access is preferred. Any prior knowledge or experience in Governmental financial management would be beneficial.
Requirements
Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
Four (4) years of professional experience relevant to the position.
OR
Possession of a Bachelor’s degree from an accredited college or university.
NOTE: “Professional experience” refers to work that is analytical, evaluative, and interpretive; requires a range of basic knowledge of the profession’s concepts and practices; and is performed with the authority to act and make accurate and informed decisions.
NOTE: All U.S. degrees and transcripts must be from an accredited college or university. All foreign degrees and transcripts must be evaluated for accreditation by a recognized evaluation service by the closing date of this posting. Failure to provide documentation may result in ineligibility.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Advancement
Appointees who successfully complete the 12-month training period will be eligible for advancement to one of the following titles under Civil Service Commission procedures: Administrative Analyst 1 or Administrative Analyst 1 Information Systems. The inability of an employee in this title to attain a level of performance warranting advancement to one of the titles listed above shall be considered as cause for separation.
