Description
Under the general supervision of a supervisory official in the Department of Environmental Protection, plans, develops, and oversees a statewide program for the engineering and safety evaluation of chemical manufacturing facilities handling extraordinarily hazardous substances to determine adequacy of and need for safety precautions necessary to prevent the catastrophic release of toxic materials to the environment; does other related duties as required.

Specific to the Position
Assist with the implementation of the Toxic Catastrophe Prevention Act program (TCPA) rules to minimize the risk of the catastrophic release of toxic, flammable, explosive, and reactive materials to the environment. Audit and inspect risk management programs of regulated facilities; examine pertinent operating and design data concerning specific chemical processes to determine adequacy of existing safety and control measures; evaluate compliance with TCPA rules and recognized and generally accepted good engineering and operating practices in accordance with codes, standards, or practices in general use; prepare reports and enforcement actions; and investigate incidents and complaints.

Requirements
EDUCATION:

Graduation from an accredited college or university with a Bachelor's degree in Chemical or Mechanical Engineering.

NOTE: Possession of a valid Professional Engineer's License issued by the NJ State Board of Professional Engineers and Land Surveyors may be substituted for the Bachelor's degree in Engineering.

EXPERIENCE:
Five (5) years of experience in the field of chemical engineering related to chemical plant operations, process design, or safety assessments.

NOTE: A Master's degree in Chemical or Mechanical Engineering from an accredited college or university may be substituted for one (1) year of experience.

NOTE: A Doctorate degree in Chemical or Mechanical Engineering from an accredited college or university may be substituted for three (3) years of experience. (This includes a Master's degree and is not in addition to).

NOTE: All U.S. degrees and transcripts must be from an accredited college or university. All foreign degrees and transcripts must be evaluated for accreditation by a recognized evaluation service by the closing date of this posting. Failure to provide documentation may result in ineligibility.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
