Scope of Eligibility
Open to permanent employees in a competitive title that work for the NJDEP and meet the requirements below.
Description
Under general supervision of an Administrative Analyst 4 or other supervisor in a state department, institution, or agency, performs the review, analysis, and appraisal of current department administrative procedures, organization, and performance and helps to prepare recommendations for changes and/or revisions; does other related duties.
Specific to the Position
Review disclosure statements, reports and recommendations from the Office of the Attorney General and the New Jersey State Police and investigate all outstanding concerns. Work with DOIT to assist with the development of new data system for billing entities and prepare guidance for users to effectively create invoices. Maintain records and input accurate data for regulated entities. Prepare monthly and annual reports and correspondences for distribution. Accurately create bills and assessments for both applicants and licensees. Provide outreach, guidance and monthly training to the regulated community. Act as the inter-departmental liaison for statute amendment, create administrative procedure and guidance for implementation of rule adoption.
Preferred Skill Set
The preferred candidate would have exceptional organizational and writing skills and be knowledgeable with the NJEMS Legacy and PEGA to assist with the design and implementation of a new billing module. Preference will be given to the applicant that has extensive knowledge and understanding of the state and federal rules and regulations governing the waste and soil and fill recycling industry, and the ability to assist the regulated community, while maintaining strict confidentiality.
Requirements
Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
Seven (7) years of professional experience involving the review, analysis, and evaluation of budget, organization, administrative practices, operational methods, management operations, or data processing applications, or any combination thereof, which shall have included responsibility for the recommendation, planning, and/or implementation of improvements in a business or government agency.
OR
Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional experience.
OR
Possession of a master's degree in Public Administration, Business Administration, Economics, Finance, or Accounting; and two (2) years of the above-mentioned professional experience.
NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
NOTE: All U.S. degrees and transcripts must be from an accredited college or university. All foreign degrees and transcripts must be evaluated for accreditation by a recognized evaluation service by the closing date of this posting. Failure to provide documentation may result in ineligibility.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
