Description
Under the general supervision of a supervisory official in a state department or agency takes the lead or may supervise, organize and assign technical or scientific work, including field and office studies, surveys, inspections or investigations associated with the enforcement of laws and/or regulations and environmental review and control work, organizes and makes tests and reports to assess Environmental impacts to include the physical, natural, and/or human environment and investigates environmental complaints concerning projects; conducts or supervises the processing of contract, grant and/or loan applications; does related work as required.
Specific to the Position
Position 1
This position will support the implementation of the Federal and State Safe Drinking Water acts, specifically focusing on acute drinking water standards that have immediate public health effects, such as the Revised Total Coliform Rule, Ground Water Rule, and Surface Water Treatment Rule. This position will also develop and implement regular compliance checks; provide technical assistance to systems to return to compliance following violations; support the development of toolbox for water systems and consumers in addition to the website, SOPs, forms, FAQs, letter templates, and policies. The position will also be required to support emergency response functions of the element as needed.
Position 2
This position will supervise and provide support to staff technically reviewing well construction records and well decommissioning reports. The position will also oversee technical reviews of well decommissioning proposals for all well types including complex cased public supply wells; oversee reviews of well permit applications in areas of potential saltwater intrusion; test NJEMS and RSP bug fixes, enhancements, regression tests, and computer systems when new builds are released. This position will supervise 2 staff that conduct day to day review of well permits, records, and decommissioning plans; work cross elements to develop and implement licensing testing requirements; and oversee the Continuing Education program to remain licensed in accordance with NJAC 7:9D.
Requirements
EDUCATION: Graduation from an accredited college or university with a Bachelor's degree in one of the Physical Sciences, Environmental Sciences/Studies, Chemical Sciences,
Biological Sciences, Environmental Planning, Physical Geography or in Civil Engineering, Sanitary Engineering, Chemical Engineering, Environmental Engineering, Mechanical Engineering, Agricultural Engineering, Mining Engineering, Industrial Engineering, or Bio-resource Engineering.
EXPERIENCE: Three (3) years of experience in environmental control work including field investigations, inspection, and preparing reports on the environment or the preparation or review of Environmental Impact Statements.
NOTE: A Master's degree in one of the fields specified above may be substituted for one (1) year of the above experience.
NOTE: All U.S. degrees and transcripts must be from an accredited college or university. All foreign degrees and transcripts must be evaluated for accreditation by a recognized evaluation service by the closing date of this posting. Failure to provide documentation may result in ineligibility.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
