Scope of Eligibility
Open to permanent employees in a competitive title who work for the New Jersey Department of Environmental Protection and meet the requirements below.

Description
Under direction of a Bureau Chief in a state department or head of an agency, institution, or college, acts as staff and representative responsible for assisting in the execution of a bureau function or less complex departmental, agency, or institutional functions through the implementation of policy and development, management, and/or control of plans, programs, and operations by employing accepted modern techniques of management; may assist a higher-level Executive Assistant in a large department or agency; does other related duties as required.

Specific to the Position
Researches, analyzes, and/or prepares proposed legislation affecting organizational unit programs or functions. Assists in the review and interpretation of proposed and enacted legislation, rules, and policy.  Assists in the development and implementation of measures to ensure that directives of the assistant director are properly carried out by the appropriate organizational unit through tracking, reporting, etc. Represents executive office at meetings and conferences. Participates in or performs special studies or investigations requiring analysis of requests and statistics in highly sensitive areas and recommends appropriate action. Addresses personnel, HR, budgetary, and fiscal actions, as well as organizational unit or project related concerns, on behalf of the executive officer, and advises on matters requiring attention, as needed. Knowledge of management principles, concepts, and techniques.

Preferred Skill Set
Experience preparing high level correspondence and managing multiple, competing priorities for management with meticulous attention to detail. The candidate must possess outstanding oral and written communication skills including the ability to publicly represent the Department and consistently maintain the highest level of confidentiality.  Exceptional time management and organizational skills required.

Requirements
NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Seven (7) years of experience in professional program management with responsibility for planning, organizing, coordinating, staffing, reporting, and/ or budgeting, or in assisting an executive with program development and/or implementation.

OR

Possession of a Bachelor’s degree from an accredited college or university; and three (3) years of the abovementioned professional experience.


OR

Possession of a Master’s degree in Personnel Administration, Public Administration, Business Administration, or Psychology; and two (2) years of the above-mentioned professional experience..


NOTE: “Professional experience” refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession’s principles, concepts, theories, and practices; and is performed with the authority to act according to one’s own judgment and make accurate and informed decisions.

NOTE: All U.S. degrees and transcripts must be from an accredited college or university. All foreign degrees and transcripts must be evaluated for accreditation by a recognized evaluation service by the closing date of this posting. Failure to provide documentation may result in ineligibility.

License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Residency
