Description
Under the direction of a higher level official in the Department of Environmental Protection, plans, coordinates and directs the work programs, activities and staff of a division and/or major element performing complex engineering, administrative/management, fiscal, environmental, or scientific activities relative to the areas of environmental management; provides executive guidance and direction, and establishes and recommends policies impacting the operations of the division; does related work as required.
Requirements
Possession of a valid Professional Engineer's license issued by the New Jersey State Board of Professional Engineers and Land Surveyors; and six (6) years of professional experience in the scientific/technical or engineering aspects of environmentally related activities, four (4) years of which shall have been in a managerial capacity.
OR
Possession of a Bachelor's degree from an accredited college or university in one of the biological, chemical, environmental, or physical sciences or engineering; and six (6) years of the above-mentioned professional experience, four (4) years of which shall have been in a managerial capacity.
OR
Possession of a Master's degree from an accredited college or university in one of the biological, chemical, environmental, or physical sciences or engineering; and five (5) years of the above-mentioned professional experience, four (4) years of which shall have been in a managerial capacity.
OR
Possession of a doctorate degree from an accredited college or university in one of the biological, chemical, environmental, or physical sciences or engineering; and four (4) years of the above-mentioned professional experience which shall have been in a managerial capacity.
NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
NOTE: All U.S. degrees and transcripts must be from an accredited college or university. All foreign degrees and transcripts must be evaluated for accreditation by a recognized evaluation service by the closing date of this posting. Failure to provide documentation may result in ineligibility.
Specific to the Position
Administer permitting and enforcement actions under the Coastal Area Facility Review Act rules, the Freshwater Wetlands Protection Act rules, the Waterfront Development Act rules, the Wetlands Act of 1970 rules, the Highlands Water Protection and Planning Act rules, and the Flood Hazard Area Control Act rules. Direct policy development and rulemaking for the above-referenced rules. Direct management and processes related to application support and database management.
Preferred Skill Set
An understanding of the Coastal Area Facility Review Act rules, Freshwater Wetlands Protection Act rules, Waterfront Development Act rules, Wetlands Act of 1970 rules, Highlands Water Protection and Planning Act rules, Flood Hazard Area Control Act rules, and watershed management. Excellent interpersonal and organizational skills, a willingness to coordinate across programs and to inspire, encourage, and motivate staff, and the ability to effectively communicate with the public.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
