Scope of Eligibility
Open to permanent employees in a competitive title who work for the Division of Environmental Evaluation & Remediation Review and meet the requirements below.
Description
Under the general supervision of a supervisory official in a state department or agency takes the lead or may supervise, organize and assign technical or scientific work, including field and office studies, surveys, inspections or investigations associated with the enforcement of laws and/or regulations and environmental review and control work, organizes and makes tests and reports to assess Environmental impacts to include the physical, natural, and/or human environment and investigates environmental complaints concerning projects; conducts or supervises the processing of contract, grant and/or loan applications; does related work as required.
Specific to the Position
Manages and oversees the daily operations and activities of the Soil Remedial Action Permit (RAP) Section, which includes but are not limited to supervising staff, including timesheet approval and issuance of performance evaluations, assignment of work, guaranteeing staff and management coverage, confirming staff adherence to standard operating procedures and ensuring staff is clear on the objectives and priorities of the section. Also responsible for ensuring that all RAP related and technical issues are resolved with the regulated community. This position is necessary to protect public health and safety and of the environment.
Preferred Skill Set
Working knowledge of Technical Requirements for Site Remediation, Administrative Requirements for the Remediation of Contaminated Site, and the following guidance documents: the Soil RAP Guidance; Technical Guidance for Site Investigation of Soil, Remedial Investigation of Soil, and Remedial Action Verification Sampling for Soil; Technical Guidance for the Attainment of Remediation Standards and Site-Specific Criteria; Technical Guidance on the Capping of Sites Undergoing Remediation; Capping of Volatile Contaminants for the Impact to Ground Water (IGW) Pathway.
Requirements
EDUCATION: Graduation from an accredited college or university with a Bachelor's degree in one of the Physical Sciences, Environmental Sciences/Studies, Chemical Sciences,
Biological Sciences, Environmental Planning, Physical Geography or in Civil Engineering, Sanitary Engineering, Chemical Engineering, Environmental Engineering, Mechanical Engineering, Agricultural Engineering, Mining Engineering, Industrial Engineering, or Bio-resource Engineering.
EXPERIENCE: Three (3) years of experience in environmental control work including field investigations, inspection, and preparing reports on the environment or the preparation or review of Environmental Impact Statements.
NOTE: A Master's degree in one of the fields specified above may be substituted for one (1) year of the above experience.
NOTE: All U.S. degrees and transcripts must be from an accredited college or university. All foreign degrees and transcripts must be evaluated for accreditation by a recognized evaluation service by the closing date of this posting. Failure to provide documentation may result in ineligibility.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
