Description
Under close supervision of a Administrative Analyst 4, Fiscal Management, or other supervisor, assists in planning and conducting management, statistical, organizational, fiscal, performance, and budget analyses of department programs; assists in conducting cost-benefit analyses and effectiveness surveys; does other related duties.

Specific to the Position
The appointee will serve as a contact for DEP’s Management and Budget for obligations, expenditures, reimbursements, and other fiscal reporting. It is expected that the appointee will work on various aspects of flood buyout administration as needed by the program, including: gathering, organizing, and summarizing financial information of various types. Supporting financial reporting and controls within the purview of Blue Acres and DEP financial management. Contributing to process enhancements and the creation of standard operating procedures related to technical tasks, such as managing title, appraisal, survey and contract processes. In addition the appointee will participate in the development and administration of contracts and grant documents, conduct contract award meetings, review documents to ensure compliance with and adherence to prescribed department-wide contracting policies and procedures, and Federal and/or State regulations, ensure the efficient management of program funds and contracts, recommend changes based on monitoring experience, compile and interpret data, drive solicitation of request for proposals and grant solicitations, prepare and process various contract documents and reports according to current DEP administrative policies and procedures. Appointee should be able to identify operational issues or problems uncovered by budget studies and help develops courses of action for the more effective utilization of fiscal resources.

Preferred Skill Set
The ideal candidate will have experience with contract stewardship, expenditure tracking and metrics; strong writing and communication skills and the ability to understand, analyze, and communicate complex topics.


Requirements
NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Five (5) years of professional experience in work involving fiscal analyses and evaluation, budgeting, and management operations in government, business, and/or a management consulting firm, including or supplemented by twenty-one (21) semester hour credits in any combination of Accounting, Business Administration, Economics or Finance courses.

OR

Possession of a Bachelor's degree from an accredited college or university, including or supplemented by twenty-one (21) semester hour credits in any combination of Accounting, Business Administration, Economics or Finance courses; and one (1) year of the above-mentioned professional experience.

OR

Possession of a Master's degree in Accounting, Business Administration, Economics or Finance. 

NOTE: "Professional experience" refers to work that is analytical, evaluative, and interpretive; requires a range of basic knowledge of the profession's concepts and practices; and is performed with the authority to act and make accurate and informed decisions.

License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
